This is the first result googling "Win8DpiScaling" explains the settings:
Key value Meaning
0 Different scale factors for each display: Windows 8.1 default.Content that is moved from one display to another will be the right size, but can be bitmap-scaled.
1 Same scale factor is applied to all displays: Windows 8 and earlier Windows versions behavior. Content that is moved from one display to another might be the wrong size.
I also modified the scaling back and forth, went in game, got screenshots, then compared FOV using a tool, there was no difference.
Unfortunately I cannot paste external links, otherwise this post would be much more helpful. Also, how are we supposed to provide sources for information if we can't post links? This is obviously leading to a lot of snake oil posts.
I'd assume the effect of your apps being scaled to appear larger is giving the illusion your cursor moves between them faster.

I've been battling this desync/input lag since like 2017. One day I started to play like a bot in CSGO and literally could not hit anything even though on my screen the player was right in front of me and crosshair was on his head/body/whatever, it just was not registering the hit, people were telling me that my aim is bad and that on their screens I was way off. This applied to all types of FPS high precision games. It felt like I am in desync with what's going on in reality on my screen, it felt like everything was delayed by like 0.5 second. Like there was no possibility to jiggle peak a corner, you'd be dead instantly. I was telling this to everyone that something is wrong but no one believed me. I moved places, I upgraded PCs, reinstalled Windows many many times, I did the whole new grounding in the house, swapped ISPs, laid a new cable to the building, called electrician. Then I got my whole setup and went to a friend's house - everything worked! Back home, nothing worked! I went insane!
Now after I scaled up to 120 percent in Windows 11 I play like a god damn GOD and my mouse and movements in the game do not feel sluggish anymore, I feel super precise and accurate and I can jiggle peak like crazy no one can hit me =). My hit reg is on top. Yesterday I played 5 games of CS2 - all 5 games 30+ kills top of the board(compared to what was before, I could not even get 10 kills), and HAWKENING where I was on top as well, compared to before, when I was bottom fragging all the time.
The difference is just night and day it's insane. We need more info on this.

You moved places and nowhere was good except in the friends house you tried? Then in your friends house it was good without scaling windows ,but in your place its good only when you make scaling ,with the same setup? Very strange. Scaling improve nothing in my case.
