Put whatever this option is called in your BIOS to ignore or off. Please tell me how your mouse feels after.
Probably called like Integrated Graphics detection, VGA detection
The mouse feels COMPLETELY new after booting.
Edit: This might actually be the reason you feel this floaty mouse. I think Vga or IGPU detection in BIOS messes up with the installation of your gpu driver. I reinstalled windows but now i deactivated this setting in BIOS and my mouse feels completely accurate? maybe placebo, i will test it for a while. Ill let you know if its the fix.

Maybe it's because when the integrated graphics card is enabled, it reserves some of the RAM. Actually, many people don't know this, but RAM plays a huge role in mouse movement.
