just buy good amd b650 / x670 board with realtek nic and usb 2.0 direct to cpu for your mouse only. msi/asus is good for amd. avoid gigabyte (always problem with bios). vrm there must be good if you want static oc your 9700x/x3d. open newegg amazon computeruniverse and find it.
Can you explain why usb 2.0?

better compatibility with usb 1.1 (1000hz) and usb 2.0 (2000hz+) mice.
usb inside cpu can fully bypass chipset (your mouse connect direct to cpu).
if you want try usb 2.0 now on intel you can get pci-e mcs9990 controller (true usb 1.1/usb 2.0) or use ports on front of you pc case (need check that GL 2.0 controller in usbtreeviewer). i know that gl chips have on z490/z590/z670/z790. but i dont find it on z170-z390.

hello friend, do you have any idea which usb 2.0 onboard is the best if I am not buying an external pcie usb card? Now I am using Asus B760M motherboard, it comes with 4 USB 2.0 ports in a row, I can make sure that the mouse movement is different under each port (tested with only mouse and keyboard inserted), any suggestions for USB 2.0 port selection? Is It the port 4 closest to the motherboard (smoothest movement) or port 1(fastest response) away from the motherboard?

I want to add that laptops are most probably not resistant to EMI as many claim here but inputs feel smoother due to the increased number of power saving techniques. The other commenters are right though, go AMD or downgrade. Choose whether you want to have high fps and play with the feeling of VSync enabled or build a PC from earlier than 2018. Intel 10th gen is definitely affected because that's what I am on and my 6th gen PC used to be perfect with lightly tweaked Windows.
