System & network-Throughput lag

I've been testing RSS Queues and I've come across some interesting observations. It's said by Intel to increase RSS Queues for lower latency and I can notice a behavior change right away, while playing UT4. I've been testing RSS Queues at 2, 4, 8, and recently I tested RSS Queue 8 with NetworkThrottlingIndex at default a(10) and at Throttling disabled "ffffffff" Throttling disabled seems to be worse while default it's live-able.

My X570 Hub only has my dedicated PCIe Sound card, and the Integrated NIC running through it. ***Side note*** I run both my M&KB on the CPU USB Host Controller. While running Queues 2, 4, 8, If I change my mouse from the CPU USB Host Controller to the X570 USB Host Controller I get huge mouse stutters every so often while gaming, If I have both the mouse and keyboard on the CPU USB Host Controller the stuttering is gone. Turning off RSS Completely will change the behavior of my mouse if I have it on the X570 USB Host Controller = it's 1000% more accurate and no stuttering.

This is most felt with UT4, I don't feel it as much with CS:GO, or Rising Storm

EDIT: To find your CPU USB Host Controller with X570 AMD boards you'll have to start with your I/O back-panel e.g. here is my Dark Hero board I/O panel. I've asked around which USB ports are directly connected to the CPU and thankfully someone knew, heh.

After connecting my mouse and keyboard to the corresponding ports I opened up USB Tree View https://www.uwe-sieber.de/usbtreeview_e.html and looked to see what PCI bus the input devices were on. In my case they are on PCI bus 11, device 0, function 3. That is the CPU USB Host Controller USB ports.

does it have to be on PCI bus 11, device 0, function 3?
I don't really understand how you recognize cpu usb ports

Assuming your CPU has 10 cores you can choose 8 RSS queues.
