Yes I agree.. Most of my friends do not have such problem too. If this works in your case also, we’ll then look for the root cause of this issue.

Fast traffic lights at motorway entrances can significantly improve traffic flow.

Here in Germany, there are traffic lights in problem areas that only let one car pass at a time. The light changes back and forth within 1-2 seconds.

That's happening here too! That's the problem.

The congestion sets in. The jitter sets in. The hardware starts to regulate, or rather regulates more harshly. Games run like garbage.

You have two PCs right… I would advise to suggest to test it on one. Save your history and bookmarks in case you are worried about that. But I would suggest to give it a try once.

and which browser do you use that doesn't cause this problem?

Yes, it's 100% ISP related, like I said before. I have the same problem with Vodafone DOCSIS: massive variance in downstream latency (around 9 and 13 ms) and upstream latency (around 13 to 50 ms with jitters to 200 ms in the evening). This leads to complete desync, super bad hitreg, and strange recoil. This problem is much less around 3 to 6 AM and completely gone when I play in another area on FTTH. It's some kind of workaround that the upstream speeds are in the area of ​​the network agency's regulations. The insidious thing is that the scoreboard shows a normal ping. The jitter in the upload can only be seen with advanced tools or in CS2, which offers a good diagnosis.

-> In the former Unitymedia territory, there is no upstream segmentation, uploading has no overhead, and it impacts capacity daily. They have no other solution except with vast sums of money. Of course, they don't want to spend that. Thanks to the private market economy and too few competitors.

It could be the same technique. Read through dervu's pastebin on page 34. Which operator built the network? Is it GPON or AON? If it's GPON, do you know how it was split, 16, 32 or 64 users per fibre?
The good FTTH connection I played on was a 16 GPON split from Deutsche Glasfaser.

...or something completely different. In my case, the problem disappeared three towns away on an FTTH connection (not from Vodafone).

If the problem occurs at certain times of day, between 12 noon and 12 midnight, and improves late at night, it is almost certainly a network problem. If the problem persists, I would suggest it is a hardware issue, overclocking, timings, and so on.

I could well imagine that real-time jitter smoothing (packet by packet) could help or even solve the problem.

There is a router that can do this, but I don't know how well it does it.
