I know you said in 'Windows 10,' but let me start w/ the BIOS if we're talking about 'power savings.'
Bios Powersaving Settings:
Disable eist speedstep (INTEL), c-states, thermal monitor, cool n quiet or PSS (AMD)
Windows 10:
Change powerplan to High or Ultimate Performance and disable usb selective suspend and pcie link state power management. If you want to go even further for more latency reduction, you can disable cpu throttling & cpu idle entirely. These settings are hidden however so you'll need to 'unhide' them. Download power settings explorer (
https://forums.guru3d.com/threads/windo ... ty.416058/), run as admin, scroll down to processor power management and untick 'Allow Throttle States & Processor idle disable' and close out of the app. Now go back into your advanced power settings and scroll down to 'Processor Power Management and turn off throttle states and select disable idle for processor idle disable. I posted some screens to help.
Device Manager-- Disable all power management for USB controllers, NICS & HID usb input devices. I posted a screen regarding this. You'll need to open up the properties dialog to untick 'Allow the computer to turn off this device to save power' in the power management section. Go through every device and make sure any power management settings is turned off. Also in the NIC advanced settings you want to disable all power saving settings (green ethernet, energy efficient ethernet, lite, power saving, etc). Whether you have intel or realtek the power saving settings will be called different things so just scroll down the advanced menu and disable anything power saving related. I posted a screen for this as well.
Also, timer resolution. This is technically a power saving mechanism to default the timer to 15.6ms. The more often interrupts are fired, the harder your cpu works and the more energy it uses. Download ISLC or timer resolution and set timer resolution to .5ms for gaming. If you want to save energy while not gaming, just revert timer resolution back to default.
There are so many more power saving features built into windows, but these are the ones that come to mind. I'll post more power saving settings when I have more time.
