TCP Optimizer from speedguide.net

I've heard a lot about this app over the years, but never tried it.

Regarding competitive and low latency gaming, can any of its settings yield improvements?

Most online shooters use UDP. This one is called TCP optimizer, yet they state on their site that some of the settings affect UDP as well.

DWORD "Systemresponiveness" feels/different better at 0 or 10 decimal for me

I mainly feel like it makes the mouse smoother. But smoother doesn't always mean good - that's why I don't claim that this is a good tweak.

The last time I've tested uncapping "NetworkThrottlingIndex" (ffffffff) it felt worse.

For the other things, I am unsure if they do anything for me at all.

keep networking throttling at either default a or 14, uncapped chokes the system in my experience

I spotted that I had "Systemresponiveness" on 10 for the longest time and only 2 days ago switched to 0, might confirm that it does feel a bit smoother-ish but not by a lot. I figured out today that my "NetworkThrottlingIndex" was set to (ffffffff) - might try to confirm xShino's theory or feel and report back if it does feel worse. I think I read it elsewhere that it makes it worse as well.

Not sure how credible this is:
Windows throttles your network bandwidth when you are playing any multimedia file as an MP3 or a video. This was designed to ensure the CPU has enough free cycles available to play your media without skipping. The down side is that your network speed of file transfers will decrease on high speed network connections. By default when you are playing a multimedia file your network transfers are limited to 10 packets per millisecond. You may increase the value to improve the network performance. This tweak affects all users of this computer.
