Out of no where my FPS cap decided to not work & go one under its normal value. The inputs are constantly being dropped as if they're literally getting deleted. I have no idea why this just happened out of no where. This happened to me back on my ryzen setup as well. The only real system change was plugging in my new mouse (XM1R). Please don't reply with shit like g-sync, v-sync and whatever. It has nothing to do with it. This specific behavior is 100% something else and likely a bug within a bios/os. I've also seen this specific behavior on a few systems. I've checked everything and it seems fine. A large part of me is willing to blame a buggy BIOS for it. My system is clean in terms of what's running. Very minimal, super tuned, & stable overclocks. I'm actually lost here.

EDIT: reinstalling nvidia driver doesn't fix it.
