Maybe they choose 300-400 because that framerate is achievable on LAN tournament PCs. Keeping the game as close to tourney conditions as possible.

Maybe because with no cap the game microfreezes. Download riva statistics, watch frametimes and you will see how many microlags are present in game with unlimited fps.
