mb with 120 / 240 fps camera it will show more clearly

Animation is based on real time, not frame rate. If it was tied to frame rate, games would run at twice the speed when doubling the frame rate.

Also, why not try something simpler instead? Like simply zooming in your browser to very high value, and then simply type something in the post editor and see if there's any delay between you pressing a key and the character showing up in the editor.

The slow movement could just be perception based, like he pressed move so much earlier that the player acceleration should have kicked in by now. Or, the problem is affecting both the game's reaction to input and the acceleration speed. Inputs flow into the system, and outputs come out. There can be delay in both. I hope this helps.

The first handful of posts and post edits are manually moderated for new users. After that, manual moderation is lifted.
You know what's even more annoying? Us moderators having to manually remove dozens of new spam/bot users and posts a day. If we didn't have manual moderation in place, they would bury the real posts in no time. Necessary evil, currently.

Seems pretty instantaneous to me (factoring in any debounce latency from your particular keyboard and monitor processing latency), even at 1/4 playback speed.
To give you an idea, while I didn't use strafe, I used look in CS:GO mapped to the mouse click in my G-SYNC 101 article several years back to test input latency with a 1000 FPS camera and got 14-16ms on average from click-to-display at 240Hz:

Going by your ESC latency, it appears CS:GO strafe probably has some intentionally built-in animation delay, which is one of the reasons I think I decided not to use it for testing.
