Huge tearing lines

Hi, im gone crazy, hope someone can help me, i have Huge tearing line while gaming. Almost 40% of my screen is a blurry line (at 240fps 240hz with rivatuner)
Ive tested gsync compatible and i can sense some frameskip.
I have a xl2546k and a razer 8khz mouse. Ive tested different polling rate, and refresh rate, if i run uncapped its better but its choppy.
Ive disabled c-states, ive tried different timers, fresh install, some mouse fix all my usb, fixed voltage, underclock, overclock. Nothings change. Thnx in advance

You might be getting some harsh 0.1% lows and minimums.
That's the first thing I'd check as averages don't tell the full story.

Thnx for ur help, ive found whats my problem was : it was MSI mode, it seems my Z390 aorus pro didnt like my gpu going in msi mode (rtx 2080)
