Useless tweaks.

Doing all those tweaks literally do nothing. Ask any pro in any game 70% of them just buy a pc download their game and play with zero issues. Doing tweaks is pointless doesn’t help at all.

Plenty of pros turn off hyperthreading for csgo. Even shroud mentioned turning it off because he said he got more fps with it off. Turning off hyperthreading alone is pretty great.

Probably there are minimal benefits from tweaks, if you dont have input lag problems,but yes, if you have input lag,tweaks wont help.

Always important to know which tweaks you mean... there are tweaks that indeed help with FPS.
For example Disabling Memory Compression, Disable HPET, Debloat Windows for lower CPU Usage etc. These are Tweaks that boost 0.1% low and 1% low FPS and decrease Stutters. There are also many tests that proof this.
Very effective tweaks like Limiting FPS, OC CPU/GPU etc which will massively decrease Latency.

Then there are the so called "placebo tweaks", very small ones like disabling certain Services, Devices etc. which are useless in many cases. This heavily depends on your system, and some placebo tweaks may help you.

Its bad to generalize tweaks and say "all the tweaks are useless, stop wasting your time". That's simply wrong.

Just go try the game on your friend's house or an internet cafe, if it is the same as on your pc then you know that you fell in the placebo sea, it is as simple as that.
I also recommend taking your mouse and keyboard with you because we don't want these two to be a variable too as different switches or sensors have different feeling and latencies.

I doubt it, they probably do bare minimum but do get the more mainstream things like hyperthreading. Different motherboards also have different stuff enabled by default which contributes to some diversity in setups.

Less than hair minimum sometimes, I know some 6k elo players that literally don’t disable or tweak anything in their windows. Apart from power set to high performance.
