everything on low, but i've tried using high settings, different reses, multithreading on/off.

Go into your Nvidia control panel > 3D settings > Val

Enable threaded optimisation and apply.
Then enable multithreaded rendering.
Set your Nvidia reflex to on only.

If this doesn't work, download latencymon: https://resplendence.com/latencymon
Run the test for 30s and screen cap each tab and post.

Also try this: https://www.henrypp.org/product/memreduct
Go file then settings, memory cleaning.
tick all the boxes except standby list*
start up the game and run the cleaner before entering game.

FPS shouldn't be flat line like that, there's something trying to sync it somewhere instead of running fully uncapped. external fps caps will mess up my frame pacing in val. the only useful caps I have found come from in engine fps limiter

Its fine, some FPS counters use averaging which appear flat but are actually erratic.

Example: (orange line is the average)

Some numerical FPS counters update every X amount of time and some average like FPS graphs, or both.
Its just so they are easier to read.

I will provide some screenshots of msi afterburner framerate and frametime for reference in case it helps, all 1440p.

Note the different graph y aaxis on the following. I didn't realize frame time would be so good or I would not have changed it by 3x.

should I run latency Mon whilst idle or ingame?

i had this exact problem and i did everything short of buy an entire new pc to try and fix it, i tried that many things that im not exactly sure what fixed it but i think i have a hunch. are you using a custom nvidia inspector profile? if so there is a file i used from this link, its the one that says use this before applying any profile changes or you will get stuttering, i think this may have helped

if that doesnt help then when youre in game check your task manager and see if the process 'vanguard user-mode service is using anything above like 1% and lemme know, i know of a few more you havent listed that i did so if they dont work let me know and ill try help you out but i gotta sleep rn so i can get up tomoz

alright so I did it, and it helped. But the stuttering still occurs
