Indeterminate lag problem CS, Valorant...

Hi guys, i have a problem since 2018 (when i bought my pc). I had i5 8400 + gtx 1060 3gb with a 144hz monitor.
I played CSGO 90%, 10% others games like fortnite...
When i started to play i said "wow thats so good" because i played with a low laptop so that difference was insane for me but i continue feeling prefired everytime and i saw my teammates playing worst than me but they "had time to kill them" even with really bad sprays.
Thats happened with CSGO, Fortnite and Warzone. I saw people really bad with better results than me, it felt like they had more chances.
I changed some options (I'll write the options later) and something of these (i don't know which one) change my game completely. I had time to kill them, really good bullet reg, really smooth everygame, even when someone open an angle in CSGO i had time to see him (elbow, arm, chest...) and was too ez shot him. Imagine how change that i was Supreme - Global MM and 4-6 FACEIT and in one month i level up to lvl 10 FACEIT with +2600 ELO.
Thats change Fortnite and Warzone too, was too ez for me take kills.
In thats 6 years i just play with good feeling like 4 month (not continued)
Details:
When the games worked bad: (99% of my time)
CSGO: +300 fps
Fortnite: I dont know my fps but even fight 1v1 was really hard for me
Warzone: +120 fps
When the games worked good: (1% of my time)
CSGO: <180 fps
Fortnite: Was too ez fight because my screen was very smooth
Warzone: <100 fps
Symptoms:
- Bad hit reg
- Input lag
- Smooth issues
- Prefired everytime CSGO and Valorant (If i hold an angle enemy appear and prefired me, if i open an angle I don't have time to react)
- Some more that I couldn't name technically
Options I have changed:
- Enable / Disable xbox Game bar
- Enable / Disable Windows Game Mode
- Enable / Disable Intel Turbo-Boost
- Enable / Disable HPET
- Enable / Disable C-States
- Different settings with MSI Afterbuner
- Change RAM Frequency
- Change some settings randomly in motherboard
- Nvidia game drivers and Nvidia studio drivers
- Enable / Disable GTX 1060 options:
* Adjust image settings with preview:
- Let the 3D application decide
- Use the advance 3D image settings
- Use my preference emphasizing
* Manage 3D Settings:
- I prove everything enable / disable (Shader caché off to unlimited, vsync off to on, perfomance mode or adaptative mode...)
* New resolutions
- I change more options but i dont remember
PC Specifications (2024):
- CPU: i5 9600k
- GPU: GTX 1060 3GB
- RAM: 16 GB
- PSU 750w
- 2 SSD 1 TB
- Motherboard ASUS PRIME Z390-A
