Why doea desync always come back?

I have done some internet tweaks, bought better hdmi cable, and cs2 was working wonders. Last 15 matches i averaged 23-26 kills. Top of the scoreboard with level 9-10s. Last night, I could just feel desync again. Cant peek, cant kill, enemies has big advantage... Same as before. I quoued with the people I played last night as they called me all day, they couldnt recignize me. I was so bad. Im sure it is not placebo. I cant fake cs working good and feeling its in sync. Does anyone know if it is possible for a certain folder in cs to be filling after some time that is causing input lag to come back? It is so hard for me to leave the game now as I felt many times how is it when its working good... Its like a drug. Could it be the internet with its fluctuations? I checked bufferbloat, i have a+ connection... The only thing left is cs2 userdata folder which could be changing due to some hours... I could pay a bunch of money if someone could help me find the end of this... Im sure I could play fpl without any problem if the game would work like it works sometimes... Could anyone help, please?

im pretty sure 60% people have this issue, i myself have smooth cs only after reinstall of windows max 1-3days and that's it. It can't be windows update or some shit cause i tried bunch of custom OS'es where is ripped windows defender/updater and the problem still comeback

Few days ago on DM I couldn't hit shit, desynced like a hell but suddently in the middle of the game everything changed and I could do effortless one taps. Checked console and this is what I saw:

IP didn't change but port changed from 27024 to 27029. There is a big chance that ISP is messing with something. I suspect it happens also while playing premier because half of the match I can't hit and second half my enemies are impaired so I believe that it may be some clue.

No idea about that and how ports are being filtered or handled by ISP but I am quite certain that it is somehow correlated with hitreg/desync.
