Consitent Stutter when GPU Bound (Pics) - Is This Normal?

Hi all,

I've been pulling my hair out trying to get to the bottom of an issue which keeps rearing its ugly head: stuttering. Generally, I've found that I'm encountering consitent stuttering in certain games / scenarios, and specifically when GPU bound (100% utilization).

in BG3, I'm getting the samae issue while iddling, but only in certain areas in the game, and much more mild than above:

Other very demanding games, like Portal RTX at ultra settings and Plague Tale Requem max settings market scene, run flawlessly.

Things I've tried, to no avail:
- Disabled Lenovo Vantage features (over drive, network boost, etc.)
- Different power presents (iddle stutter in BG3 when GPU bound lessened but not removed when switching from perormance mode to quiet mode)
- Set dGPU only mode (instead of optimus)
- NVCP 'favor max performance' on and off
- G-Sync & V-Sync on and off

The only fix I've been able to implement is to cap the frame rate waaaaay below the average frame rate, like half.

My question for you folks: is this normal/acceptable? I have invested so much time chasing the dragon here and am looking to know if I'm barking up the wrong tree.
