HELP ME

So, long story short, I have a pc, with really good specs:
- AMD Ryzen 5 3600 , RTX 3080 10GB, 32gb ram (2x16), SSD Samsung 970 evo plus (1tb), Motherboard ASUS B550M-A
Monitor aw2521hfa 240hz
Yet the performance isn't as smooth, as it should be. Recently I went to an internet cafe, which had a pc with similar specs (not better, just similar) and the performance was smoother and I didn't feel like my sensitivitity was always inconsistent, allowing me to play confidently.

What could be the potential issue? What can I do to check if something is wrong etc. ?

Hi.
Download CapFrameX, RTSS and AG latency split (https://www.aperturegrille.com/software/).
Set v-sync on in nvidia panel, cap RTSS -1fps refresh rate. so 239 or 238 in your case. Press RTSS Setup button, under frame rate limiter select front edge sync.
Open up CapframeX, and AG latency split and do a benchmark. After, go to sync tab in CapframeX and post a screenshot.

How is your monitor connected to the pc via display port?

Try replicating steps exactly, not sure if v-sync is off or gsync is enabled (g-sync shouldn't be enabled).
Good graph should look similar to this:

Worse graph would look something like this:

Note that the frametimes are perfectly still, yet there are lots of stutters in the saw oscillation cycle. This points to hardware issue in my case.
First graph was rendered on dgpu and displayed via igpu, second is rendered on dgpu and displayed by dgpu. Other setup that I have doesn't have this issue.

I repeated the process. I turned it off G-SYNC,
i got these results

I've looked into the capture file that you've sent, there seems to be a similar issue but to the lesser extent that I showed previously.
You would want to see a complete correlation between frametimes and displaytimes. Drew some arrows where you can see low correlation - stutters.

I'm not sure if this is a 30 series problem, my 1060 behaves normally.
AFAIK v-sync and/ or g-sync will produce less smooth behavior with this phenomena going on.
Smoother setups would be fast sync +RTSS cap -1; fast sync + gsync +RTSS cap -3; no syncs (including g-sync) + RTSS cap about +-1; scanline sync.
Depending on your games maybe you will want to do an overclock on cpu to keep 0.1% lows high.
Another thing, if this capture was done with RTSS front edge sync, it should be as smooth as possible, like in the images I showed. Otherwise you might want to look at some windows debloating and optimizations.

Try find the oldest HDMI cable you can find at home and try it with you PC in your game. Share results pls
O think best is 1.2 or 1.4 not above like 2.0 HDMI
