When/if the framerate dips below the cap, would there be a difference in input lag between when the GPU caused the fps drop vs the CPU?

CPU bottlenecks don't cause any additional input lag beyond the frame time difference.
GPU bottlenecks will cause frames to pile up in the render queue, causing a very noticeable input lag increase. This is what Nvidia Reflex prevents from happening. Nvidia ultra low latency (NULL) and Radeon anti-lag also help with this. They prevent (Reflex) or reduce (NULL, anti-lag) the render queue pileup.
