Give you example & comparing:
1: 2 screens from Karmak's Quake 3 perfect engine. These spikes are normal and not normal in the same time. I would not explain from which persepctive it is right or not. So Its 91fps, but you see that MS is "chaotic", but it must be plain nailed all the time in a perfect world.

Wow kinda another thing because here hardly involved ethernet controller (huge load on whole system because it is very complex location with tons of people, it is recorded with v-sync on + working freesync, 61 fps lock shows it, because ingame settings placed 74 fps native 74htz monitor, 61fps lock was from Rivatuner). + you can see further freesync off/on bench.
I mean, if you play game with freesync on + v-sync on and your ms is always unstable while game (especially offline) is a joke for your system - this is a sign, with a big chance, that something wrong with the system and a sign of not working freesync.
To predict further question: you cannot force first example to work like 2nd example, better is not to lose your time and move on.
