On my old computer I had the same issue. I nuked that computer, and installed both a new windows OS, and a older version of windows, using Rufus. Both had the same issue.
I used a different mouse (wired and wireless), a different mousepad, unplugged everything else, used different usb ports, front and back of computer, and all had the same issue. I did a fresh install not using rufus, from a different usb drive, and the issue persist. Prior to this weekend i had no issues at all, other than some initial issues with my 9070 that i have since worked out.
I have latencymon, but i dont really know how to use it to generate useful data. if someone can point me in the right direction with that, i can provide information that might be more helpful than just what I've laid out here. I do have mousetester as well, but the reports from it look normal. The only thing i haven't tried as of this point is a different monitor, but thats because its its own whole PIA to hook up. is there anything that could have changed over the weekend to cause this? Its like i went from perfect and smooth to stuttery overnight, and now nothing fixes it.

I think i saw it mentioned that the lower the ISR routine is, the better, but mine is almost 40 times higher than some of the others i've seen. No idea if thats the issue.
