What do you mean by sluggish ? I am 100% sure that there is nothing wrong with CSGO or PCs that people are playing on (even with lower fps). The problem that people are referring too in 99% cases is poor hitreg, which is caused by internet connection and your ISP (and how it handles UDP packets), and you just can't fix it, no matter what you do. More FPS can lower input lag, yes, but it also increases incoming/outgoing packet numbers which in some cases may cause more harm than good. Also, when we are talking about hitreg, it may vary be a large margin at different hours during day/night, depending on how much your ISP Network is utilized.

Being post-process AA has nothing to do with input lag. In fact, FXAA has less of an impact than MSAA.

This whole "PPAA has input lag" urban legend needs to stop at some point :-/

In many cases, people have issues because they collect "tweaks" from all over the internet, usually from people who know nothing about the matter. They end up with dozens of autoexec commands and/or startup command line options that break the game.

If you use no tweaks and leave everything as Valve intended, CS:GO has no more lag than previous CS games.

Yes, it's a double edged sword.

Tweaks can reduce lag if you know what you are doing.
But, yep, more often than not, they can make things worse.

Indeed, 9 out of 10 tweaks will probably work great (and all together, may shave few milliseconds -- or even just fractions of milliseconds depending on system) -- but it's that 1 out of 10 that oneself screw ups and makes the weak link. That one messup you make is the one you need to beware of.

One will need to use some ultra-high-precision lag tests to determine which succeed...

Multicore rendering increases the frame rate, but it does not decrease the input lag. When it comes to multithreaded rendering, the general rule is that if you have a CPU with four or more cores, you should switch it on. With that said, I've observed some cases where multithreaded rendering is switched off and gamers get a greater FPS. I had a FPS problem on my old PC, but I went on trade csgo skins and made some money for a new PC. Now my fps is above 200 all the time.
