What is the smoothest combo for frame-pacing?

Let's put aside lag for the moment and instead I want to know what is the SMOOTHEST most "synced" possible frame pacing combo of settings?

Traditional v-sync ENABLED + (if so desired) a frame-rate cap of choice?

or

Fast-sync ENABLED + Scanline-sync?

For the moment I'm not worried about lag, I want the most buttery-smooth frame-pacing possible. What options would you guys use?

Vsync with an RTSS cap of Hz - 0.01. This gives the most consistent frame pacing in the majority of cases.

Forgetting input lag completely, and trying to framepace perfectly to refresh rate:

1. Lower refresh rate until refresh rate is matches or below your 0.1% frametime.
As high as possible, but avoiding framerates below Hz 99.9%+ of time.

2. If step 1 results in a low refresh rate (like 60Hz) or not possible,
Then upgrade GPU and/or adjust game detail down.

3. Can use VSYNC ON without a cap. Laggier than RealNC, but zero differential.
When prioritizing refresh-rate framepacing over latency, assuming you succed in (1), it is hard to beat normal VSYNC ON as that is already a framepacing-good (but laggy) cap. Caps may improve or worsen stutter, depending on variables such as how games internally generate their gametimes.

The suggestion to use RTSS was to improve frame pacing. In just about every game, RTSS improves it to some extent. In some cases the improvement is extreme. The reduction in input lag is a bonus.

I have yet to find a case where not using RTSS with vsync is beneficial.

Sorry I really don't understand point 1... Do you mean make custom resolutions with specified refresh rate that match (or are below) my... what do you mean below my 0.1% frametime?
