I noticed that with the vanilla wow 1.12 client I run at 50fps and performance is very bad with long loading times and mega stutters. What fixes it is simply leaving intel xtu on in the background. Not changing any settings manually just leaving it on.
I was lucky to discover this because I turned it on to watch throttle indicators. The behavior is the same on multiple computers with different cpus gpus memory and overclocked or not.
If anyone has any idea what is going on here let me know.

Kinda late, but is it possible that you had set your CPU clock too low (bad performance) or too high (CPU overheats and throttles), or doing something wrong in general in BIOS? Launching XTU would then possibly "fix" that by applying different clocks.
