Ultra low latency

Using some bro logic but is it true we are supposed to disable this setting any time any type of game gives us 70%+ of CPU usage?
Also is it really the same as pre rendered frames set at 1 if we just turn it on and not ultra? I don't know I am noticing FPS drops in Greedfall with this setting turned on, some areas giving me 30 FPS!! Might be game flaw as I havent seen this issue somewhere else.
