AMD Enhanced sync cause random stuttering in games

RX570(last driver) win7x64. In different games i have random fps stuttering when Enhanced sync is on. I am also trying cap fps to monitor refresh rate - partially help. Can you suggest any solution to solve this issue? May be different options Enhancedsync+Scanlinesync(Afterburner-RTSS)?

That's normal. With ES, the game itself runs with vsync OFF, and the driver picks one of the frames it renders and presents it to you with vsync ON. This lowers input lag but also results in some stutter.

It's normal. The higher the FPS of the game, the less stutter you'll get. 300FPS for example should look rather smooth with ES.
