Cant solve input lag and FPS drops after 3 years.

Hello guys. These are my specshttps://valid.x86.fr/av4u27 .I have tested EVERY SINGLE WINDOWS 10 build that exists and tweaked it accordingly. I have almost 7000 hours in CS and this is killing me. I dont know what to do. I get high FPS but feel like it is 60.This is my DSL stats https://prnt.sc/qkecox. I have been trying to fix this for SO MANY YEARS. I have tested all bios versions and have seen low results.This is happening in EVERY game i play.Temps are fine and power settings are well set for every application and device from windows.I have done countless windows 10 tweaks but it will not fix .I just formated the 1709 and it is better but after 1-2 days the issue is back. This is the thing that i can not understand.Please take a look at this video https://www.youtube.com/watch?v=RYqbJXohYzY and pay close attention to my fps when i go out of palace. It dips bellow 140 and makes my mouse laggy af. My discord tag is fREQUENCY#2849 so if anyone can talk we can make it happen. Thanks

Make a similar video monitoring the frequency of the processor cores.

its probably how your isp is treating udp packets ie injecting artificial delays and what not when the network gets overloaded to keep stability call and ask their tier 3 support can maybe help

4GHZ across all cores.Does not throttle.Also,what will i say to my ISP? I have no idea about what to discuss with them and also i bet they wont even understand

Have you tried other pcs? I mean with different pc specs and network or mouse, also do you have those frame drops on matchmaking as well or just on casual? This is usually normal on a server with 20 people, in casual mode for example. If you are getting such frame drops, it's more likely to be hardware related than network.

I have them everywhere. Also,i cant swap hardware or change anything atm. Also,csgo is terribly optimized IMO

the problem with unsmoothness you have is an internet issue there have been tons of people complaining of the same thing on this forum do you have a friend you can take your pc to test preferably one that lives in a different area with different isps

when i tested my phone hotspot performed better but idk its different for everyone
