GPU scaling is very fast nowadays on the latest GPUs, so you'll have more guaranteed consistent results with GPU scaling. Monitor scaling is hit-and-miss (sometimes laggy, sometimes lagless), while GPU scaling is virtually lagless nowadays (<1ms) --
My gaming monitor on which I played competitive games didn't support scaling. So I never had to decide. But that monitor died and I was awhile on VA panel, so I used Display scaling, as it has lower input lag! Now I have TN G-Sync monitor, I switched to GPU scaling and holly shit! It is much much more consistent!!!   But it has slightly higher input lag, I can clearly tell, when looking around and on small adjustments! Still I would prefer this consistency vs slightly lower input lag every day in a week!!!

Because even if there was up to 1 ms input lag, it is kinda big of a deal! Take for an example 500hz vs 1000hz, there can be higher differences in input lag than 1ms, but take 1ms as example... 1000hz very obviously feels faster and reacts much more quickly, especially apparent on small adjustments! But anywhere really! As if you lag each frame 1 ms, it will be 144ms input lag total, after 1 second. And I bet eye can perceive that! Eye can see even single photon of light and from FPS tests on pilots, they were able to notice even 1/250 FPS.

It seems: it also fixed my high frame times and improved average FPS by 50!!! I did many long benchmarks since... Also I had at 99% (which indicates portion of 99% frames) 82 percentile only, which means only 82% frames had frame time = total average frame time of all frames, or less. Or it could mean frame time equal/lower than frame time needed for maxing your refresh rate like: 144fps/6.9ms frame time. It is not explained in article so not sure. Now I have 98-100.something percentile!!! This helped so much holly shit again!!! Thank you very much :D Used this great Nvidia tool: https://www.nvidia.com/en-us/geforce/ne ... -download/

Glad I started to following these forums. Because I wouldn't figure it out probably. I tried like 30 things and nothing helped!!! And I wouldn't think this could cause something like that...

BTW support said but it is not unplayable and ignored me. From my experience gaming support is most useless support, they will tell you what you can read on their website... They never helped me solve any problem EVER yet!!! What a waste of time...
