On my Ryzen system I had to mod BIOS file to change some settings which are unavailable (not shown) by default. For example, when I have "XHCI Gen1" and "XHCI Gen2" both on "Auto" (which usually means "Enabled") my mouse movement feels like shit, but when I force one of them to disabled -- mouse movement immediately becomes a lot better. Also there are some hidden power-saving options turned on by default (on overclocker's motheboard, wtf?) like "Chipset Power Saving Features", "C1E Support", "PCIe Speed Power Policy", "C6 Mode" and so on.
Is it true Ryzen has higher input lag than Intel? Is there conclusive data to prove this?

The difference is easily noticeable, at least on my motherboard (Strix X370-F). Keep digging for power saving everywhere and turn it all off. I can confirm that disabling SMT massively helps on a Zen 2 processor.
My mouse doesn't feel floaty anymore and everything else, even W10, feels way more snappy (I'm on 2004)

If you're on a 8 core cpu then you may wanna test disabling a ccx and enabling smt (4c8t) and see how that feels input wise as well as fps 1% and 0.1% low on games you play. It may or may not be better than just disabling smt.

I made sure that my RAM and CPU are completely stable. Can't remember if previous test was done on higher RAM voltage or not, but I went down with CPU frequency from 4.0 to 3.8 on same voltage and 1.4 on RAM and results look better now with SMT ON than on SMT OFF before.

Overall the feel of games is smoother, snappier, more natural. Looks like it is not always so easy to be sure if everything is ok.

Is it worth to upgrade to a 10900k from 3700x SMT OFF - for input delay purposes? My system on 240hz(v-sync, g-sync on, capped at 237 fps) feels like a brick. Everything is delayed, microstutters.. my brother is on 9900k on 144hz and just by looks its looks very responsive and snappier :-/

Could be that you haven't applied the right tweaks (OS, BIOS, REG, etc)
EDIT: Try using his keyboard and mouse on your system, also. See if that makes a difference.
EDIT2: you should try gaming with V-sync off + G-sync off.
