I did some tests a while back and didn't see any input lag difference. I tried no fps limit, 120 fps limit (120hz), and with scanline sync, I did all these with vsync off and dwm was disabled too.
Game was league of legends, and I used a 240fps camera, so if there was a difference, I wouldn't be able to detect it unless it was greater than 4ms.

Hello friend, I'm having problems with FIFA 21.

I'm getting 350fps + in-game on a 240hz monitor. I happen to be having micro stutterings, the screen is not as fluid as it was before I changed my processor yesterday. I traded a Ryzen 7 3700x for a Ryzen 7 5800x. My video card is an RTX 2070 and I have 2x8gb 3800mhz 1: 1. I tried to limit my fps by NVCP but I felt a ton of input lag like you said, I can't dribble right anymore, the players seem heavy. Do you have any solution? Thanks
Also try an RTSS cap. If you use g-sync, cap to 237, then to 230 and see if the somewhat lower cap gives better latency.

In any event, it will take a while to retrain your muscle memory. The latency difference isn't much, you just need to get used to that difference.
What I'm doing now is using FIFA's "60fps limit" and VSYNC FAST on the nvidia panel, along with freesync on. My FPS in matches is locked at 210/220 very stable. Would it be that with the RTSS limited to 230 the input lag would be less, or very similar? Because it is more convenient to leave it configured in NVCP than to keep opening RTSS every time you play a single game. Thanks

Convenience and tweaking things are usually not compatible with each other.

Also, how can you get 200FPS in the game if you set its frame limiter to 60FPS? :P

From what I understand, the option "Limit at 60 fps" of Fifa 21 is nothing more than to force VSYNC, understand? In the case with this option checked in the FIFA 21 launcher, my FPS is set at around 200/210 constant fps. When there is a cut scene, the FPS is locked at 120 and when you return to the game it returns with 241/242 fps and then falls back to the limit of 200/210 fps.
