I've been having a really hard time enjoying Watch Dogs Legion and finally decided to lock to 30 fps. For the most part, it's a bit better because its mostly stable but I have some random stutters/issues that I thought I'd ask the masters for advice on.
I currently have a RTX 3080 and LG C9. I've tried 1440p and 4k but this game just keeps dropping FPS at random times. It's a horribly optimized game apparently. So I decided to crank everything to max and limit to 30fps at 4k. It seems to be 30fps 99% of the time with some drops to 29fps at some times.
At first, I stuck with 4k120hz but limited FPS using in-game limiter at 30fps. It had a really bad stutter/judder feeling so I moved onto nvidia control panel frame limiter which was slightly better. I also disabled gsync and set it to Fixed Refresh Rate instead. Now I've been experimenting with 30hz refresh rate or 60hz refresh rate with adaptive half vsync. I also have Motion Blur enabled in-game. I've also tried 30fps with RTSS but I'm really lost and confused now.
What would be the best way to enjoy a game at 30fps on the PC?

Gsync + Vsync on, frame limited to 30fps running native 4k 120hz.

The best way to prod this specific type of stubborn-framerate games is low RTSS-capped G-SYNC.
Such a high-Hz-unfriendly game, you might as well enjoy the RTX ON effects.

Thank you guys for the advice. Although I believe the C9 Gsync range is 40-120fps. Would that still be best in that case too?

LFC should kick in, so 30 FPS would evenly duplicate to 60Hz VRR automatically, thus G-SYNC + NVCP V-SYNC "On" + 30 RTSS FPS limit (with 120Hz set as the max refresh rate) would be the optimal setup in your particular case.

Thanks for clearing that up.
It seems like I'm having an issue with GSYNC actually activating though. I am currently going into settings, channels, highlighting channel tuning and pressing 11111 which brings up a Host Diagnostic screen for my LG C9 TV. I highlight the HDMI option and get some more options but both screens show 4k@120hz. I was just playing around with low settings/RTX off/etc and got about 45-55fps but the Host Diagnostic screen still says 120hz. I have the GSYNC indicator enabled and it shows up in other games but not Watch Dogs Legion. I also tried Gsync for fullscreen and Gsync for fullscreen/window.
Would there be any other way of checking my current refresh rate or is something wrong?
(shouldn't refresh rate be same as my current 45-55fps? - NVIDIA’s G-SYNC technology synchronizes a compatible graphics card’s frame rate (FPS) with a G-SYNC monitor’s refresh rate (Hz).)

The LG C9 is not capable of reporting real-time G-SYNC refresh rate operation. I don't own the game, so I can't test myself, but ensure you have the in-game "Window Mode" set to "Fullscreen." And if you're using NVCP V-SYNC with G-SYNC, make sure you're using "On" (not Adaptive or Fast, or some form of half-refresh).
If you're using in-game V-SYNC with G-SYNC instead, set it to "Normal."
Finally, you can also try disabling fullscreen optimizations for the game exe.

Thanks man. I did everything you suggested and used the tool as well. I also tried G-SYNC Pendulum Demo which worked perfect with the tool you linked. It seems like Watch Dogs Legion is just trash, lol. Gsync won't activate regardless of any setting in this game but at least now I know the perfect settings. No problem, but it is odd that you can't get G-SYNC to work in that game, as I just looked around (including on the ResetEra performance thread), and I haven't seen any reports of that.
Not that you'd want to, but have you tried DX11 in that game to see if G-SYNC engages? Regardless, it must be game-specific currently. Could be fixed in a patch.

Just finished the game but I did try DX11 a few minutes ago. FPS went up to about 65-70 but still no gsync indicator or hz/fps matching like with G-SYNC Pendulum Demo or starcraft 2 or any other game.
