HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Video\
Find the folder where the 0000 subfolder has a lot of keys in it. In the 0000 folder add:
"PowerMizerEnable"=dword:00000001
"PerfLevelSrc"=dword:00002222
"PowerMizerLevel"=dword:00000001
"PowerMizerLevelAC"=dword:00000001
Have you tried this on an NVIDIA GPU? I don’t want to add these things to the registry and mess up my installation if they’re untested. Thanks for the suggestion. I’ll look into it a bit more and probably try it tonight.
Yes it works for my 1080ti. You can't mess up installation with reg keys....just delete them if ur not happy.

It doesn't have to be open, you just need to tick the "apply settings at windows startup" and it won't even open on boot or even run.
At least this is with msi afterbuner, no idea about that EVGA thing.
I’ve used MSI Afterburner for years and I’m pretty sure that applying the settings at Windows startup just means that MSI Afterburner will launch minimized/in the background. I think the GPU behavior will go back to normal as soon as the program is closed. If not, there’s still a service running or something. As far as I know, without editing the BIOS, there’s no way to save these settings to the GPU.

So the "prefer maximum performance" setting in the nvidia control panel's "power management mode" option in the "3D settings" section doesn't work for you?
No, it does not work. I have it set globally and per game too. I also have ultimate performance mode in Windows. The GPU is still downclocking and fluctuating however it wants to, even going as low as 300 MHz when nothing is running.

It doesn't pin it to max 24/7, it just pins it to max when it is using it. So it will just go down to 300-400mhz if you're sat there looking at it and not using any GPU.

And Windows power settings aren't GPU setting either.

Your problem may be something else.

Nah it just runs a task scheduler to set the clocks during boot, doesn't even run any services or processes.
