I also recommend Fr33thy's guide windows a-z.

He's recently updated his windows 10 A-Z cause he started going through input latency tests.

I've tried 10+ different builds of windows.
revios 1709 u4.0 is very good, it doesn't have any microsoft garbage. It is no longer supported by revios so you can download it from here:

I also recommend ltsb 1609 with the latest updates, I get very stable fps on this build as well as minimal latency.
