Can anyone explain me what options should i disable in bios to completly disable cpu power saving mode? Heard that could make a less input lag/more fps in csgo.

disable all c- states , prefetch and all the features exept turbo boost

i give you 1 advice after my many years fixing this problem. Everything what you do in windows or bios is just placebo, if something change and helped its just question for minutes - hours and after then everything is bad again.
you should fix your electricity problem, no one knows whats the source , if its EMF or electricity in your house

Why assume everyone who talks about input lag has this problem?

You don't need to disable it in BIOS, just use Windows power settings "High Performance".
This way you can still make use of power savings if you want to by changing this setting.
You can do the same for Nvidia, create a profile for a game with "Maximum performance" and leave the global setting to "Optimal Power".
