I just got the last of my thermal pads today, so I'll be pasting/padding soon to try that out.

Have you found a solution? My roommate and I are experiencing the same problem. I feel like it has to do with the electricity considering both PCs are experiencing the same frequent micro stuttering and no amount of replacing parts seems to work.

I replaced AMD CPU and mobo with Intel and the problem is fixed. All other components are the same, not sure where the issue is, but it has something to do with AMD chipset or CPU, and no updates or settings I tried resolved the issue.

12900k CPU and Asus ROG Strix Z690 D4 mobo (DDR4 so I could use the same RAM)

21H2 right now, I had some issues after updating to 22h2 (not gaming related - software developer tool related) and I rolled back. Gaming was fine and not stuttering on either version of Win 11.
