Display Lag at 72FPS and 144HZ?

Hello Guys,
I have a tricky question.
I read somewhere when buying a 144HZ monitor, you will get less input lag then on 60HZ monitors thanks to faster scanout times.
Now, I cant always achieve 144HZ in some games and I dont like to much tearing so I cap the FPS to 1/2 of the refresh rate. So 72FPS on 144HZ, or 60FPS of 120HZ.
Im wondering if you get the same input lag on 144HZ when capping your frames to 72FPS? I know the frame times will be much longer, but will I get the same scan out input lag of the monitor on 72FPS?
