I know this is an older thread, but out of curiosity, do you have an Intel Alder Lake CPU? If so, try disabling your e-cores in the bios. As soon as I did, many of my input delays went away. I always felt like I was playing Apex underwater. My buttons would always register late. Felt like I was milliseconds behind reality. Now everything feels snappy and much more responsive.

Exact same issue. Tried a thousand things but none of them worked. Sadly i have a amd cpu so i cant try out your fix.

Do you game on M&K or controller?
