It sounds like it, but could be a slightly easier/cheaper method to a new motherboard, maybe try something like this: https://www.amazon.co.uk/StarTech-com-P ... C78&sr=8-3

I’m no expert in pcie cards, but I have this one and it has its own usb 2.0 controller driver by default, so there’s no chance it’s acting in pass through to your usb 3.0/3.1 controller, like most 2.0 ports do, if it still does it with that (or even if it doesn’t) It’s sounding more like it’s your motherboard now, but that could be a ‘potential’ fix

Let's say theoretically another mb shows the same symptoms, then we'd be left with either electricity or windows being the cause?

You said it done it in bios right? So can’t be windows, if what you’ve said is true and you’ve eliminated every piece of hardware, Apart from the motherboard type, then I can only assume it’s that, I believe most people who have electrical problems have variance in their problems, e.g some times worse during the day, better at night, variance from how many things are running in their house etc, and these are mostly people from 3rd world countries, with most likely little to no electrical standards in their homes, if there’s no variance in it, and the problem is always the same, I’d guess it wasnt electrical, which cpu are you currently running?

Edit: Which bios version are you using?

Currently using 1903, has persisted though 4 different versions now.
Currently using i9 9900kf, tried at default, 5hz asus OC and manual OC.
I had seen a video of a guy who solved his issue with an alternate bios version, but was not able to replicate myself unfortunately.

Also I can recreate this at any time with any mouse on any surface, possibly related?

But you’re on a later version already so might not be relevant, I’d try get an Asrock z390 for now, although it seems like they’re not selling them new anymore, from what I can tell

I've been running a z370 board for 4 years now (ASUS ROG Maximus X Hero), and I haven't had a single issue. The only difference between z370 and z390 in this respect is USB 3.1 Gen 2 Ports:

So all that I can think to bring up with what you've already shared is, what USB port have you had your mouse plugged into this whole time and have you tried plugging it into a 2.0 port on your board?

I plug both my mice and keyboard into 2.0 ports to avoid any possible compatibility issues or driver quirks between USB gens, especially since the majority of input devices don't natively support anything higher than USB 2.0 anyway.

IF it is the USB ports (a big IF), it could also be your USB drivers, which can be touchy. There's legacy USB compatibility options in the bios you can look into as well.

I have tried every combination of usb ports, but also prefer 2.0 myself.
Given the amount of seperate rigs I've tried I highly doubt it's a port issue unless like you said it's driver related, wouldn't that make it a root driver issue or something given the erraticness in the bios?

If we're specifically talking about the issue depicted in your video not changing across multiple monitors and multiple PC builds (including different motherboards) with the troubleshooting you've performed up to this point, I'm plumb out of ideas, especially without being able to see and test it in person; there's a limitation to troubleshooting with strangers solely via text with only their perspective to go off of.

Regardless, I hope you ultimately get it figured out.

The issue displayed in the video will be resolved via chiefs suggestion of an 8k mouse, the remaining issue of inconsistent mouse movement/ fast movement/ unable to develop any muscle memory will remain after the 8k mouse should fix the cursor gaps.
