EDIT: you could double check the driver latency to be sure; as far as configuring things you check out the Speedguide articles on how to set things up

No, it still applies. Unless there are things that I missed that you could share why you suggest it's outdated?
There are arguments about TCP VS UDP but things like Coalescing packets are valid, among others. Plus there is good info about Cable Modem signal levels that people should read.

Why? I've been using it for years without any problems at all in high-level competitive games. I have absolutely no lag or latency issues. I just like browsing this forum.
