Bad Stuttering XL2546

The Stuttering i experience is so bad ive tried everything to get it to stop and have no idea, any experts?
Edit: so when i change to 144hz the stutter is gone and it feels smooth, and everything syncs fine with (motion test)
but when i use 240hz the stuttering is so bad its not playable on any game.
do i have to stick to 144hz? or is there something i can do with the settings to fix the issue (also could it be my GPU?)
I play csgo and my average fps is way over 240 its more like 340
