display scalling problem and questions

yo im using zowie benq xl2411p through DP with 1024x768 144hz blackbars(display scalling) by changing total vertical to 1098
1.when opening cs go its 50% chance to be black bars or streched and i have to alt tab like 5 times to get blackbars
2. is it possible to make 800x600 144hz display scalling(i tried to set 1098 vertical in 800x600 but out of range)
3.how big overclock can i do on 800x600?
