Why does lower hz result in lower brightness when doing a vertical total tweak?

Hey all, I've been using these timings for awhile:
1920x1080@120hz
Front porch 24,3
Sync width 32,5
Total pixels 1984, 1500
Pixel clock: 357.12 mhz
I cant hit a consistent 120 fps in a certain game I play and would like to try 85 hz. However, when switching the hz to 85 with those timings, the screen is dark compared to 120 hz. I was wondering why this happens and if it's possible to get the brightness I had when I was using those timings with 120 hz.
