Okey, while i have time and mood, i will tell a story, so you can take pop-corn / KFS / beer / kefir (depends) 
So, i had Golden 2600k and diamond Z PCH
till Ram have decided to go out slightly from slot and i've booted PC - it came out because i'd decided to clear dust (too bad that i cannot bring dust back) - frequent mistake - the most popular thing which damages hardware, i mean main PC virus is sitting in front of PC. These black bar you saw (if you watched my videos), which appeared at Windows startup - it was damaged Ram controllers. For to understand that, was required huge amount of time, nerves, some gold (+ some gold on beer). I mean, i changed all hardware 1 by 1 tons of time and was still on a same place, after i started to googling, but i was shocked that there is zero information about it, while i googled it, i saw some links about "input lag" but i understand that there is nothing even close related to this, so i skipped (because how slow your monitor - it is not affect picture quality and overall system performance and system latencies, and Naporitan is right here, the smaller Ram latencies - best for overall system performance). Read Winraid, watched tons of videos, read comments and etc, and nothing - and i started to be upset and angry, and realized after that so, okey, *uck dis radio silence, i will solve it by myself in bunker and bring my full logic, because this issue - pure logical.
After 2 months i did everything to bring this system back to its glorious old state, and i realized that it is just physically unrealistic, after i set a task for myself to figuered out what exactly happened, why, where and how to avoid it in a future. This task took from me another 3 months (dont want to explain what i did, but i will say short - brand new uefi capsule from programer will not help) and a few damaged perfect systems. When i realized that it is human factor fault and its damaged i/o sys.
And final, i started to read everything related to i/o, from the time it was created. Overall to save your time i will say short, in all PC like devices, exist i/o system - imagine that you are a Director of a big company, you must take decisions fast and precise, for that, you must have a good assistant, who will give all you need (prepared information) for you to make right decisions fast as possible and to unload some task from you to save your time. This assistant have processors and caches, but this processors are kinda different from directors (because assistant do kinda different job but it affects director's performance at the end). - very simple explanation, I know many things, but i gave everything you must know to fulfill your desire to achieve what you want. Domination of people dont bother about this inconveniences. It is very complex issue and not an issue overall (depends of the perspective), can be caused by tons of things, i spoke with many people, for example one man from Africa, he bought full AMD expensive pre-build from some local store (delivery) + he has non freesync monitor (old), and after he recognized that something wrong. With lack of proper information he found anomality sekt, and two times called electricity company, they said that all good. His friends not saw anything wrong with his PC, told him that he is old and etc, and he lost with thoughs because he realized that someting worng and wanted atleast to understand what's going on and be calm. I spoke with him, he said, that in first month he checked which Windows was installed and it was Win PRO KMS, but he bought an OEM prebuild from store.
Another man shared with me that he had PS5, all was nice and juicy, after PS5 was burned while he played (was hot), so he bought another PS5, and from the start PS5 has same symptoms as i described, he though: hm, okey. He bought new PC prebuild, and from very first day he saw same symptoms on new PC (same noticeable incorrect ingame lod - desync/jitters). So burned PS5 damaged monitor, and after monitor damaged each connected devices to it. And there are tons of other examples which people shared. Same Slender here, his GPU damaged old PC.
So why people still not understand dependencies between hardware and OS (software) even in 2024 (almost 2025). Hardware = transistors + logical structure which based on internal firmware (same for electric stoves - "something" must understand your touches). OS - updates your whole system for you not only be able to run and *uck all in CSGO or being *ucked by Anime avatars, but it updates your hardware to let it properly use each of modern technologies, not only when you are installing Windows, but at very each PC startup + your system must be protected in the same time (total Security with no excuse). First bios updates system, after OS updates. So logic is very simple here, if system physically damaged (crucial transistors in physical drivers - chips), OS will never see/or proper work with hardware which is lacking or/and working with faults, and vice versa with corrupted/pirated/not correct OS. Your Unique Hardware must be perfectly uptaded & configuered from the very start (from these very reasons each component of your setup must be 100% new).
I know there are people for whom matters PCs, i will share with you some things with which you can test and where to look:
Latencymon - look on page faults(paging very complex thing), you can open Firefox for example and watch on pagefaults activity
Heaven GPU benchmark / or some AAA game - open GPU-Z and while benchmarking, look on GPU perfcap reason, on these affected systems gpu would always want to go idle and often would like to change status (it could depend of GPU generation, but i think it will be common).
OCCT - Ram benchmark. OCCT has different Ram benchmark algorithms in comparing with Aida. So Aida shows me 54 latencie, but OCCT shows from 80 - 94 - 100. Ram is CL9 Corsair Veng (Pirate comb, golden Ram btw, 12y - zero fault with memtest).
Overall, yeah before Ram incident i had a magic system with no joke, but now i have just a PC, which work rock stable with many connected hhds/ssds (old top boards have a lot of sata, and i need them) and system do its job and can play every game i want. I mean, as i mentioned, ofc there is a difference, but you have to figuered for yourself how far you can go and does it overall justifies your efforts. And a crucial thing here - despite of your choice, dont bother to much of it, always remember about your efficiency.
