You can watch again my video with double cursor, and stop playback on youtube at anytime by yourself, and when you stop playback in any moment, you will see double cursor on my system from which i recorded it. Double cursor shows that one of the two systems became weak and incompatibility appeared.
If responsiveness of your mouse one day just became noticeable worse permanently, that's mean that something in chipsets is digraded. And in a same time, i would never advise you to use this mouse on any new PC/Consoles and other devices, and will be very questionable to connect new mouse to your old PC.
Each input / output tasks happens thank to i/o system, without this system, you just couldn't even write anything, and your screen will be always black, but CPU will be working - if system is designed to work without i/o.
This jitters which you see on screen, affects your gameplay, because in games, your aim - it's pano camera (like dot2testufo), if your picture would be unstable, you will have hard time to aim, and you will have this feeling of choppy/unstable mouse. Same happens on desktop, which shows you dota2test. + As you can see on your screen in dota2test, you see not only jitters, but you dont see names on a bottom picture - that's mean that while you be moving camera ingame all objects will be washing out aka blurry.
Sure you can live with that, and maybe you can even mitigate, if you tried to do what Naporitan provided in viewtopic.php?f=15&t=14025, and if after PC will start to work better or no difference, there is nothing you can do more with PC, it's hardware related.
I also installed the NVIDIA graphics driver, but I did not record this operation because it seems that there was no double cursor problem here. However, I noticed that after the driver was installed and the screen went black, the mouse cursor would automatically return to the center of the screen.

4. Next time you have to do things by yourself. Windows installation was made easy for users. Next time create MCT usb flash drive from Microsoft, and use it on new PC if you decide to change, and each next reinstallation must be provided from same flash usb drive to exclude any hypotetical incomptability faults or you can go in Microsoft office and purchase from them genuine Windows box Retail and install OS only from this USB drive from package (If you dont have Microsoft office in your region, better is not risk with stores, alot of fakes, and create MCT from Microsoft site and use it non activated till you manage to achieve 100% genuine Windows). On laptops never reinstall OS, you can, but, what will happen next hard to predict.
