CPU Only Has Load On 2 Cores

I know that games usually only use 2 cores, but no matter what game, program, etc. 2 of my 8 cores are ALWAYS doing the work and it never juggles.
Here is a picture to hopefully help demonstrate what is going on, Cores 0, 1, 3, 4, 5, 6, 7 never go above 20% for any reason ever. While gaming or under load for any other reason it only ever goes onto core 2 and 3 and never juggles it at any point.
