Yes. I'd suggest doing some trial and error of your own to become more familiar with RTSS, that alone will answer many of your questions. It lets you cap your framerate, very precisely, with any game that doesn't have its own framerate cap implemented below what you may try to set in RTSS.

Assuming the limit in question isn't actually a physical refresh rate changer and instead changes the framerate in set increments, correct; set the in-game FPS limiting preset to 200, for instance, and RTSS to < 195, etc.

Depends on how steady the frametime performance of the in-game limiter is. If it fluctuates to a point that it adds actual jitter when moving your camera around (separate of any frametime spikes), you'll need to set the RTSS limit slightly below it (say 1-3 frames) to ensure the RTSS limit takes effect at all times instead of the in-game limit.

Basically, if the game has a fixed and irremovable 60 FPS limit AND it has unacceptable frametime performance, it's not a great scenario no matter how you spin it. Thankfully, I don't usually find that to be the case. For instance, I play Elden Ring with 240Hz 60 FPS G-SYNC using the in-game limit without feeling like I need to use RTSS to stabilize it further, since any frametime performance issues in that game happen below the limit (frametime spikes often occur in the sub 1 FPS range), where neither limiter can help anyway.

Correct. Use the in-game 60 FPS limit as-is...OR, disable it in the config file, avoid modifying the in-game option (as it will usually reset the config tweak), and set a 60 FPS RTSS limit instead.

for this one im refering to a game with no limiting in its menus at all its just simply at 60 all the time for something like this i wouldnt have to go 3 fps below right ? as there isnt a game limit or does it going only up to 60 still count as a limiter, or are you just saying to go 3 under just to be on the safe side with no overlapping.

also on question 1 you said as long as its not a physical refresh rate changer what do you mean by that ?

Panjno makes decent content for casual viewers but nothing compared to the testing and knowledge of someone like Jorimt here. With RTSS limiters you can easily "prove" the frametimes are better so its great for his content but he does not account for the actual added 1/2 frame input lag a limiter like RTSS can cause - assuming you are wanting to optimize your setup in such a way.

There's a difference between an FPS limit and the framerate being V-SYNC-ed at your max refresh rate.

The commentator in the video seems to be confusing V-SYNC with an FPS limit. Again, if the game has V-SYNC enabled and your framerate can be sustained at your refresh rate, it will look like the game is "limiting" the FPS, but it isn't, it's throttling it, which causes V-SYNC latency, hence the need for the FPS limiter to be the limiting factor with G-SYNC + V-SYNC or standalone V-SYNC, not your refresh rate.

Assuming V-SYNC is enabled in Nickelodeon Kart Racers 2: Grand Prix (which going by the PC Gaming Wiki page, it is), then his 144 FPS limit isn't enough to fully avoid standalone V-SYNC latency (the below is a G-SYNC chart, but it applies to standalone V-SYNC in this case as well):

He'd need to use something like the low lag V-SYNC method (the recommendation of which only applies to standalone V-SYNC, FYI, not G-SYNC) to avoid it:

Some titles provide a selector that changes your monitor's actual physical refresh rate in-game (60, 100, 120, 144, 240, etc), instead of the framerate, something you want to avoid if you're using G-SYNC and trying to limit the framerate separate of the refresh rate.

ok but what about the question i asked ? "for this one im refering to a game with no limiting in its menus at all its just simply at 60 all the time for something like this i wouldnt have to go 3 fps below right ? as there isnt a game limit or does it going only up to 60 still count as a limiter, or are you just saying to go 3 under just to be on the safe side with no overlapping."

What are you exactly asking there? What game doesn't have a limiter in place but only has 60 FPS menus? Or are you asking about when a game is so demanding on your system it can only reach an average 60 FPS, even without a limiter?

maybe i worded my question wrong , what i mean is say ive got a game that will only go up to 60 fps but in the game setting menu there isnt an option to change that (no fps setting) its just at 60 fps all the time., you said that ill need to set the rtss limit slightly below the game fps about 3 fps under to ensure the rtss limit takes effect and not the games limit, would the above still count as a game limit ? if there is no option for it in game settings, because idealy i would want to cap in rtss at 60 for the stability instead of having to cap at say 57

Do you mean if it's stuck hovering at 60 FPS even without an in-game or external limiter active? If so, no, if you're running 144Hz G-SYNC at 60 FPS, for instance, then it's already 84 frames within the G-SYNC range, so the framerate is not in danger of exceeding the refresh rate, hence the FPS limit is optional for the purposes of G-SYNC.

yeah i mean if the game just runs at 60 fps all the time could i swap it to rtss for 60 fps for more stability without dropping the 3 fps like you mentioned if said game has no in game option for a fps limit? and i dont mean hovering as in my system cant get higher than 60 i mean its locked to 60 with no option in the game menu to alter fps at all.
