Before we continue, you are aware that using an FPS limiter won't guarantee a constant framerate if your system can't sustain it, correct?

It only guarantees that the framerate can't exceed the set limit, but the framerate can still drop below it at any point if the game becomes too demanding and forces the system to a lower sustainable average framerate, at which point the limiter is doing nothing until the system can hit the set limit again.

So no, you can't "swap" it to RTSS, because there was no limiter before using RTSS to swap from in your posed scenario; 60 FPS is the maximum framerate your system can reach in that game at your selected resolution and graphical settings, and if that's the case, to make the FPS limiter be the limiting factor, you have to set it slightly below the current sustainable average framerate, or the limiter won't activate.

If none of the above applies to your question, and all you're saying is the game in question has a non-modifiable internal 60 FPS limit, and you want to know if you can set RTSS to 60 instead of, say, 57, I guess, but why? What are you trying to accomplish? RTSS is higher latency than most in game limiters, and if you set both to 60, it will likely bounce between both continually, so unless the in-game limiter causes visible stutter of some sort, there's little to no reason to stack them in that scenario.

i found a game i can use as an example its called corpse party in this game the fps sits at 60 but with no fps options in game,
so even though it will only go to 60 is this still classed as a limiter and therefore have to go 3fps below the 60 if i want to use rtss, or isnt it classed as a limiter
i suppose my question is if the game engine will only reach 60 is that classed as a limiter
hope ive worded that better im not the best at this type of thing so please bare with me haha

The issue here is you keeping wanting a general yes/no answer to a very specific question that may apply only to one game at a time, and may also have branching answers.

If it's the below game and you have in-game V-SYNC disabled, it says it limits the framerate to 60 internally:

Assuming the above game is what you're referencing, you have several options:

1. Use G-SYNC on + NVCP V-SYNC on + in-game V-SYNC off + in-game 60 FPS limit that engages when in-game V-SYNC is off.

Or

2. Use #1 above, and for whatever reason you don't want to use the in-game 60 FPS limit, set the RTSS limiter for the game a couple frames below the in-game 60 FPS limit to override it.

Or

2. Use G-SYNC on + NVCP V-SYNC "Use the 3D application setting" + in-game V-SYNC on (which removes the in-game 60 FPS limit) + RTSS FPS limit of ~141 FPS (assuming your monitor is 144Hz)

ok so if i want to cap my fps with rtss for corpse party ill have to go 3 under the fps so 57 in rtss for it not to overlap with the in game limit right ?, if i dont pick the 141 fps option ofcourse

because yesterday you said

"you'll need to set the RTSS limit slightly below it (say 1-3 frames) to ensure the RTSS limit takes effect at all times instead of the in-game limit."

If you're going with scenario #2, yup, but you don't have to; the in-game 60 FPS limit probably performs fine for G-SYNC purposes.

yeah tbh mate just to make my life easier i think for games that are only 60 fps and no more ill just use the in game one, seems easier is that what you guys do ?

It depends on what you want and what's most convenient for you in the given game. There's no general framerate limiting rule for G-SYNC beyond keeping the framerate within the refresh rate so G-SYNC doesn't deactivate whenever the framerate exceeds the refresh rate.

If you're playing a game at 144Hz G-SYNC and the framerate stays below 141 FPS, you're good where G-SYNC operation is concerned.

Again, what limiting method is used can depend on user preference and the game. In-game limiters are usually lower latency than RTSS or NVCP MFR, whereas RTSS and NVCP MFR usually have steadier frametime performance.
