xmp ram problem

Hello, 4x16 GB RAM kit, why if you leave two sticks of RAM, then XMP does not work at the declared frequency? doesn't work manually either...

MB: ROG STRIX Z390-E GAMING
CPU: i7-9700k
Ram: G.Skill TRIDENT Z RGB 4x16gb = 64gb
