What version of windows is considered to be the best for competitive gaming, and lowest input lag?

Kind of depends I guess, Windows 7 is considered to have better mouse response and better polling, but it probably depends what games you play, you can get lower input lag on W7 by disabling DWM easily, but this is only if you play desktop games rly.

I am interested in links, especially FSE vs FSE in an apples-vs-apples.
There are many competing factors at play, including the Windows compositor. Historically with W7 you could disable the dwm.exe compositor, though that increased desktop stutter to an extent. But as long as you played single-monitor full screen exclusive, you're independent of the compositor interference.
It's different for desktop games and borderless windowed games, though even the latter has some improvements in more recent Windows 10.
Now, if you use FSE (Full Screen Exclusive), W7 and W10 becomes far more similar than it would have otherwise been. W10 may be hoggier being a new Windows, but a clean W10 system has less crud than a bogged-down W7 system -- there are so many interacting factors. If you are clean installing, W7 may perform faster than W10 but you can partially countermeasure it somewhat (stick to FSE, have twice RAM, etc)
W7 won't get the best graphics drivers and DirectX features, so you may actually have graphics downgrades in certain newer games that utilize the latest DirectX features. Such as ray tracing (RTX card features).
Ignoring W7 vs W10 politics (e.g. changes in Microsoft policy), I feel it is time to start planning a path away from W7.

The problem now in newer games you can't turn it off even if you do it on the .EXE. I read somewhere its because the games aren't developed to actually run in FSE, so its the hybrid FSO or the worse borderless.
COD: Modern Warfare and Apex Legends both can't disable it.

I installed Windows 10 1511 once, in hopes of achieving higher 0.1% FPS min and 1% FPS min, due to missing Specter and Meltdown protection, but Nvidia drivers refused to install. I spent a big amount of time searching for ways to make drivers work, but couldn't find a working method. I doubt there are drivers on Windows 7 for Nvidia RTX 2xxx series. If there are some, I'd love to see them.
