Does Freesync actually have more latency than G-Sync?

I have seen a couple sources that state that Freesync has ~25% more latency than G-Sync, is this true?

I'm familiar with the first two sources.
That's typically not due to VRR operation itself, but due to differences in display processing, firmware and driver implementation between monitor models/modes.
I.E. one FreeSync monitor can have lower overall latency than a native G-SYNC monitor, and visa-versa.

I already have a 3080 and the AW2721D and am thinking about swapping the GPU for a 7900XTX so I can use VRR on Linux. I just want to make sure VRR performance will be on par with my current 3080.
