Freesync + monitor frame counter

I was using the frame rate counter in my monitors setting and I use freesync+vsync+237 fps cap in game (on 240hz monitor) and when fps is at 237 the monitors frame counter still shows 240. I thought that the fps counters that are built into the monitor display what hz the monitor is running at and isn't freesync supposed to match the hz to fps you are getting so shouldn't it say 237 in my case or is this normal?

Actually I noticed the frame rate counter matches up to the fps in game when it goes under 237 fps
